The Livonia Police Department utilizes a third party contractor for its policies. Lexipol provides fully developed, state-specific policies researched and written by subject matter experts and vetted by attorneys. Their policies are based on nationwide standards and best practices while also incorporating state and federal laws and regulations where appropriate. What is a Citation?

A citation or ticket is a legal notice to a person or motor vehicle charged with a violation of law, especially a minor violation. The cited person or motor vehicle is the defendant. A citation can be a civil infraction or a misdemeanor depending on the seriousness of the traffic violation. All defendants who receive a citation must respond to the allegations in the citation. When an officer is unable to determine race and gender, the arrest race and gender categories are marked as UNKNOWN.

What is an Arrest?

Arrest is defined as when a person is taken into the government’s custody and detained. Michigan Legislature provides a more detailed definition of an arrest. When an officer is unable to determine race and gender, the arrest race and gender categories are marked as UNKNOWN.

How Does The Livonia Police Department Handle Citizen Complaints?

The Livonia Police Department takes seriously all complaints regarding the service provided by the Department and the conduct of its members. The Department will readily accept and address all complaints of misconduct in accordance with federal, state and local rules.

How is a call for Service Defined?

Calls for service is generally represented as calls to “911” for emergency assistance and may also include calls to non-emergency numbers.

Use of Force Review Process

The use of force by law enforcement personnel is a matter of critical concern, both to the public and to the law enforcement community. Officers are involved on a daily basis in numerous and varied interactions with individuals and, when warranted, may use reasonable force in carrying out their duties. Each use of force incident requires its own investigation to determine the legality of the use of force and if the use of force conforms to department policy. The use of force is described as any physical intervention used by an officer to defend, control, restrain or overcome the resistance of an individual.

Use of Deadly Force Investigations 2010 – 2020

Within the last ten years, Livonia Police Officers have utilized deadly force five times. Use of deadly force results in a criminal investigation and an administrative investigation into the officer’s actions. The results of the investigation are submitted to the prosecutor’s office for a determination of a violation of law. The administrative investigation determines if the actions were in compliance with department policy.

Staffing and Employee Demographics

Thanks to the citizens of Livonia, the Livonia Police Department is a self-sufficient police agency that maintains the capability to respond to and investigate nearly any crime that occurs in the City of Livonia.

The Police Department has a budgeted staff of 187 members. This includes sworn and civilian members of the Department.

The Police Department is organized by divisions: the Uniform Division, the Investigative Division and Support Services/Administrative Division. Each division has a Captain as the Division Commander.

The Uniform Division consists of three patrol shifts and Patrol Operations. Each of the shifts and Patrol Operations are commanded by Lieutenants. The newly created position of Office of Professional Standards falls under the Patrol Operations Bureau.

The Investigative Division is responsible for all criminal investigations, including prisoner interviews, warrant applications, crime scene processing, and more.

The Support Services/Administrative Division is responsible for budgeting, IT, records management, training, and more.

As of January 22, 2021, the Livonia Police Department continues to struggle to achieve full staffing levels. Of the 187 budgeted positions, only 156 are filled. The bulk of the open positions are at the rank of police officer, which are short by 26 positions.

Six members of the Livonia Police Department are non-white, 37 are female, and the remaining members are identified as white males.

Hiring Statistics

From fiscal year 2015 to January 22, 2021, 686 individual applicants have been interviewed for police officer and police service aide positions.

Of those vetted, the Livonia Police Department has hired 62 Police Service Aides and 27 Police Officers.

In the same period of time, we have had 76 Police Officer and 22 Police Service Aides separated from the organization. Separation of service can be; fail probation, retire from service, termination and resignation.

Hiring Process

Hiring employees for the City of Livonia falls under the Civil Service Department. Some public entities utilize a human resources division for recruiting and hiring while others utilize the civil service model. The charter of the City of Livonia dictates a Civil Service process.

The director of civil service reports to the Civil Service Commission. The commissioners are appointed by the Mayor. The civil service commission approves the examination process and eligibility lists for new hires and promotions within the City of Livonia.

The Police Service Aide position is a non-sworn support position within the Livonia Police Department. This position could be utilized as a career path to become a Livonia Police Officer or the individual may remain a Police Service Aide until a point of retirement.

The position of a Livonia Police Officer is a sworn position, meaning the individual is required to take an oath of office upon becoming a Livonia Police Officer.

For each of these positions, candidates must pass a written examination, successfully complete an interview before a panel, submit to an intensive pre-background interview, successfully complete a background investigation, pass a psychological examination and then pass a drug screening and physical examination.

The background investigation requires the candidate to submit tax returns, educational documents, selective service requirements, neighbor interviews, home visits by the investigator, family interviews, reference interviews, police contact disclosures and credit examinations.

The psychological examination is conducted by a licensed psychologist who is a board certified specialist in police and public safety psychology. This examination requires a written test along with interviews with the psychologist. The psychologist submits the report of examination to Civil Service for determination.

Recruiting Process

Recruiting for open positions within the Livonia Police Department is handled by both Civil Service and members of the Livonia Police Department.

In addition to the City web pages, open position announcements are made via: the Detroit News, National Minority Report, Governmentjobs.com, Indeed, Careerbuilder.com, Handshake, Hotjobs.vet, Veteranjoblisitngs.org and MCOLES (Michigan Commission of Law Enforcement Standards).

Recruiting also occurs at each of the police academy’s in lower Michigan, and many colleges including; Michigan State University, Grand Valley State University, Ferris State University, Madonna University, Schoolcraft College, Henry Ford Community College, Wayne County Community College, many regional high schools and many job fairs.

Recruiting for law enforcement positions has been extraordinarily difficult not only here, but nationally. It is even more difficult to recruit minority groups into the profession. As of July 1, 2020, the Livonia Police Department has 28 open positions.
